All roads lead to Rome
Rome- the city on seven hills
And here is the mind which hath wisdom. The seven heads are seven mountains, on which the woman sitteth - it's the passage of Revelation describing the capital city of Italy situated on seven hills. The mountains are located east of the Tiber. They all played important roles in cult and mythology. In ancient times, hills were religious high places, used to worship and offer sacrifices to gods. The beginnings of Rome
The legend of the founding of Rome includes brothers, Romulus and Remus. The twins were orphaned in childhood and nursed by a wolf until a shepherd found them. When brothers grew up, they found the city, but a fight led to Romulus killing Remus and becoming the single leader of Rome.

Rome is indeed situated on hills but you don't feel that so much when you walk around the city, especially if you compare it to some other cities, like Lisbon. Rome's hills seem to be somehow flattened by ages of human influence.
